claims portal built

I own a freight inspection company and I want a online claims portal built. I need to be able to do the following things. 1. Have the ability to invite customers to sign up for my website and have a unique login. I would provide the form questions for the sign up page. Mostly just straight forward company contact info. 2. Be able to have customers login and fill out a request for service. I would provide the paper report I use currently for your to layout on the form. I would need the customer to be able to upload attachments with each request. Each request would need to have the option of being a rush or including a supplemental report with the ease of just clicking a check box. 3. I would also like to have each customer be able to see a history of all reports in the system for their login whether open or closed. 4. The ability to enter my report once completed and submit the report to the customer as a PDF. I would like the option to save my work if need be. I would need to be able to upload multiple files per inspection. Some inspections I do have upwards of 100 photos per inspection. I would like each report to have 4 states. Those would be Manager Accepted, Assigned to Inspector, Inspector Accepted and Closed. An email would then be sent to the customer at each level to communicate where the claim is in the system. 5. The ability to create login's for my inspectors to login to the site to enter their reports. 6. The ability to assign inspections to my inspectors via the portal. You would be provided with company logo artwork, client request form and company contact information for website.
