Automating updating of a website - modification of an existing program

I am using a picture gallery program with several albums containing nested albums. Some of the albums are hidden to the user and they contain nested albums which I move manually to the main page on specific dates for users to see.

I want to automate this process and need a query when using the option 'move' where I can enter the date on which this album will automatically move to another album, usually the main page. From there the album or it's content should move after x days to it's final destination.

If only the content of the album moves to the final place the album should be deleted.

Secondly I need a program which runs by itself every 24 hours, 365days - normally at 00:00:00h server time. It should delete the [url removed, login to view] file and rename another file, e.g. [url removed, login to view] - [url removed, login to view] to [url removed, login to view] but only if the corresponding file is available.
