I need Gallery G2 release candidate 1 (+5 Insightful) or latest version at project's start modified to limit the individual user account bandwidth useage per every 30 days. I would require limits to be adjustable within the administrators panel. I also require a different level of bandwidth for up to 3 types of user accounts, i.e. user level one 500 MB of bandwidth transfer per 30 days, level two limited to 2.5 GB of transfer and level 3 gets 5 GB of transfer. I would need bandwith calculated for both the uploading of images by the user and the viewing of images calculated together.
Upon reaching the users bandwidth limit I would like to have the user's account suspended and their gallery would not display any photos until the next months cycle begins. Upon suspension, there would be a notice displayed in their gallery instead of their gallery page and images. If possible I would like to have the option to upgrade the member to the next level of membership.

## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
