Detect Colors (Range) In Image

I'm not sure if anyone knows how to do this but I want to scan an image for a range of colors. Is there any fast way of doing this? For example, I may want to scan a set of images for skin tone in the picture. And I want to look for colors that would be in skin that atleast takes up a size of 10 x 10 - this way I'm not just looking for one pixel that matches the color. But my problem is skin can be different tones on different images so I need to look for different variations. Is there any way it can be determined if a color falls in a chart like not quite this dark but not this light in the color type? I need this to work for jpg files specifically and if it can work for bmp and gif, then great. ## Deliverables Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
