c# nagging screen & php mysql site

The project require two elements:

1. a c# set of functions that can be slotted into another c# application. This part requires the creation of a "nagging for payment" which links into paypal, and posts (via url) paramters of registration into a mysql database. Some additional information handling will be required (see details)

2. a small php / mysql project which handles IPN integration with paypal (some assistance can be given here), customer data handling and handles the url calls from the application detailed above.

The project should be modular (ie it should be possible to integrate it with other applications), and it must be secure. in addition decent documentation and secure coding is required (since we are dealing with payments). The dieal coder should be able to re-use a lot of code that has been created for other projects.

the program checks online if the user and machine is licensed online (via a url call? which returns an xml message)

a nagging screen which pops up from time to time in an application reminding people to pay/donate if the program is not registered.

it need to take details (registration) and posts these to my website database together with hidden infromation about the computer hardware - at this stage payed for is set to NO. The call is made via url as above.

it links to paypal to pay for the software with a specific target account.

the IPN confirmation is posted to the database as well - this will change the game status to "registered"

the c application on next checking sets the nagging screen to "off". This has to be confirmed again at the beginning every time the application starts via a web-url call.

An account status can also be "banned" (this means the application/program will no longer launch.

I also require adminastrative front end to list and search through users, registrations and payments, download payments made in a csv file for a specified date period. If the basics work here then we can extend this to a follow on project for further development...this would be phase two.

The web application should be fully documented and include an install script. The program (c#) also needs to be fully documented.

All of the above elements are required. I am not interested in a pretty website, since no end-user is seeing these elements ever. The application user never has to go to the website in this scenario.
