Add Basic Functionality to WordPress Theme so users can customize it

I would like to add functionality to this WordPress theme so users can customize the WordPress website. Customizations are mostly basic ones that are standard with WordPress themes. The theme is built off Roots framework and twitter bootstrap. Most of the customizations should mimic a standard theme like twenty eleven or twenty twelve, with the ability to add a banner, change text colors, navigation color, background image, banner image etc... Please see attached image and more details below.
Site Color Options
-Ability to choose primary and secondary site colors other than the default green.
-These colors will be used for site navigation background color, navigation separator, and navigation hover. Please see current hovers and colors.
-Change link color sitewide including link color and hover color
-Ability to change navigation link color (no hover color)
Header
-Ability to enter site title and/or tagline or replace with logo. If tagline is empty show only site title. Logo should be set so it always fits right in the header even if a bigger logo is uploaded.
-Ability to center the logo or left align.
-Ability to change title color like twenty eleven theme, picker.
-Ability to add a header image, like the twenty twelve theme. Image set to 100% of container to keep site responsive. Option to use this banner instead of logo, and site title or with it. If you decide to use the banner by itself, the site logo will disappear and there will be no space where the logo was. (see image)
Site Background
-Change background image like twenty eleven.
-Ability to upload background image and set it to be fixed, repeat, or no repeat.
-Ability to set background color with or without background image
Social Media Links
-Ability to add social media URL’s in template customization section. If left out, icon will not show. Icons provided.
Site Layout
-Option to have site display sidebar on right or left, like the twenty eleven theme
Please keep bootstrap and roots theme in tact and work with the framework. Ex: use sidebar structure, bootstrap classes if possible.
