Add Conversion Points to Existing Template

We have recently made some minor changes to the website [url removed, login to view] in the form of adding some conversion points (graphics) and moving a few elements around. The whole website is WordPress, with the only exception being the shopping cart which exists on the Mangento platform using the exact same template to make the whole site seamless. I can provide mockups when I get to the office tomorrow but the changes are minor such as adding 3 graphics to the top right of the header, adding a graphic directly above the content and below the navigation bar, and changing one element on the sidebar on the homepage to be a newsletter signup field. Other than that the website will be staying exactly the same.
We were hoping we could find a developer comfortable enough in WordPress (Magento is not mandatory since it can be adapted, but it would be nice) to make these types of changes. In the long term we are looking for a WordPress template development partner for our website projects. We've been using specialized markup companies and they are just way out of our budget. Anyway if the right person here, who did a good job, has the opportunity to become our go-to for fresh WordPress development at a rate of at least 2 new websites a month (more if you can handle it).
