Create a wordpress site along with some customizations

We need some a very fast wordpress coder / theme designer who can create a simple wordpress theme from a reference along with the custom instructions. Our previous coder has already done a lot, so we need to find someone who can complete this according to the reference fully. All the works must be done and uploaded into our server. On successful completion the payment will be made and no escrow and or no advance or no upfront payment. If you look for continuous leads of works for a long time, then please bid. Also we look for a very very low cost solution within a very short time as the project has already been done for some portions and you need to complete the remaining tasks.
