Cutomise WP theme to customise Website for resposnive Desktop & all mobile devices

The current website [login to view URL] needs to be modified as listed below: For the desktop layout, please follow the attached diagram '[login to view URL]' for the desired layout and below are further details: D1) The menu module should be made available at the top as in the website [login to view URL] D2) Move the Social media icons that is currently at the bottom of the webpages to the menu right hand side area as shown in the attached diagram D3) Attached is the graphic '[login to view URL]' whose hyperlink should be [login to view URL] D4) Please modify the WordPress template to provide option to select the font type and size for 'Home Page Main Heading' and 'Home Page Sub Heading' For mobile responsive layout, below are further details: For M1, M2, M3, please refer to http://mobile.dungs.com. From this website, the items that we want for our website are: M1) On the page load, the page scrolls down automatically a little such that the URL bar disappears. Idea is to have more screen space. M2) On every page of the website, the TopBar 1 & TopBar 2 should appear. M3) On every page, when user scrolls down, the TopBar1 should be present and stick to the top of the page.
