Cell Phone Text to Website Application

I am looking to create a secure network that allows people to be able to use their cell phone to text my business phone number and have the information that was text, be able to be automatically published in the order of newest on top on the website message board. I would like the date and time of the message that was sent to also be shown. I also want there to be a nice user friendly section on the web page that allows a person to view the message and a user friendly response system to contact the original sender back with a certain set of input fields. After the person responds I would like the page to go to a confirmation page that shows the phone number of the original sender.

The responder:

1 - Needs to Sign up and become a member of the website before they can be allowed to respond. Viewing of the message board should still be allowed just not responses.

2 - His Name, Phone Number, Email, Home address should be included in the sign up page and recorded to be utilized by programming later.

3 - The responder should have to verify his email address and sign in to the website before being allowed to respond to messages.

This is what the Response System should include when sending the message back to the cell phone of the original sender:

1 - The response needs to include Full name of the responder, address of where the responder is located, phone number of the responder (In proper format if it isn't have the form reject the response), and a way for me to add new response fill in boxes if I need too.

What the message board should do:

1 - I would like the message board to be able to be posted on by phone texts that are sent to my number and by registered users browsing the message board on the internet.

2 - The message board should somehow be able to decipher which city the incoming text is from (either by area code of the incoming phone number, or by formatting the text so that it is properly placed) and be able to place it in the correct location on the board. (This needs to be done easily and not complicated)

3 - The message board needs to automatically sort the incoming messages by date and time.

4 - The message board should automatically delete posts that are older than a month so that wasted space is not an issue.
