Create a Question/Answer website using PHP MYSQL

**Quick Overview** I'm looking for a professional to create a website where users can search through a list of questions, and then choose from a list of possible answers. Along with choosing the answer the user will be required to assign a value(points) on how confident they are in that answer. Depending on whether the question was correct or not that user account will either have points be credited or deducted. The site will need to have an admin Area where questions can be created, a user area where users can browse list of questions and a few static pages. **Technical Stuff** Written in PHP with MySQL on the back end and interface with a payment processor. **My expectations from you** Looking for someone that is thorough, honest, and have good communication skills and can stand behind a satisfaction garaunteed policy. I will be expecting daily updates on the project. If I select you I will expect a detailed plan of when you can start and a week by week plan with milestone. I expect thoroughly documented work and your code documented as well. At the end of the project you will transfer to me all the source code and I will own the intellectual property. I am not looking for a clone (or open source )of anything I need a bug free well designed site written from the ground up. Please forward previous sites/portfolios that you have worked on along with your price and the duration.
