Clone of I-rater

My budget is $300. If you can pull this project off I will have more project for you. Probably I can pay you better, if the script is a success. I'm looking for someone to clone a script called: I-rater Features of I-rater: [login to view URL] Demo of I-rater: [login to view URL] I will not pay you to begin the job, my last provider ask for half of the payment upfront and he never started my project and I lost my money. I required a demo before I pay you. Do not bid on it and tell me it's going to cost $4,000. I'm on a budget, if you cannot help me. Do not bother bidding. I need somone that can also do about 8 templates for this site, keep in mind when you complete this job you'll be hired for the templates. But, I'll need someone with that have alot of experience in PHP and Web Design. The script can take very long, i'm not in a hurry at the moment. I still have stuff to do before the script is completed. Time is not an issue.
