I have implemented a lot of modules this kind. I can implement it in java , c# , vb.net or Visual Basic. I will prefer you that it will be implemented in java or c# , the program will be multithreaded , and so the registration will take less time. If there will be a distruption in the process , that will be logged. And that users will be tried again for registration upon confirmation from the user. The program will include also a xml based database for the results.
