Color Separation for screen printing purposes

Hello, I need a full color image to be changed to only three main colors (red, black and white) because it will be screen printed with 2 colors only (red and white) onto a black shirt. First, please make red just one same shade all the way through, and the same thing with white- no varied shades. This includes the face, teeth, the collar and the shirt underneath the tux which is currently gray in color, and some parts of the eyes (center stays black.) All the green area adjacent to the red hair and black hat need to be black, however, since there will be no black ink printed on the shirt, since the shirt will be black, there needs to be an outline in white around anywhere that has black from the picture touching the black from the shirt. (the tux and hat.) No outline needed for black against another color. I am hoping that this job will be easy and simple and therefore I am looking to spend less than $20. Thanks.
