Build initial prototypes for an electrical LED product

We are looking for a product designer or prototyper to help us with an electrical product we wish to make more professional before testing.
THE PRODUCT
The product is a simple LED headband with a small battery pack on the back. The images show some product specifications which we wish to achieve.
THE PROJECT
There are three stages to the project:
(1) Initial prototype: We would first like the freelancer to create an initial prototype using the stimulus we have provided. It may take 2-3 iterations before we are happy with the outcome. (+25% payment)
(2) Creation of 25 units: Once we are happy with the prototype, we would like ~25 replicas created for product testing. (+50% payment)
(3) Creation of final prototype: Based on product usage, we would then want 5x final prototypes made (+25% payment)
BIDS
Please let us know your bids for the total project. One of us lives in Chicago, the other in Cincinnati, so either of these would be the best locations.
