Convert psd homepage design to html w/ css and images

I am completed a psd design of homepage and need it converted to html. My psd will have all layers (including rollover buttons for menu). I will need coder to add rollover effects, text, images, etc. Please see sample template. I believe this is pretty self explanatory. The "Click here to view FAQ" in the top menu should be recreated with actual drop down box / Go button and there will be 10 questions that will appear in the box. The "Click here for free quote" button on the main photo will also be clickable.
