Create Deluge Addon

Hello.

What I need is an add-on for Deluge, that allows Deluge to respond to commandline instructions. These instructions will be used to add torrents, and Deluge must be able to parse the following information, via the commandline instruction:

- Location of the torrentfile to add

- Folder to place downloaded content

It is important that this process is completed without user interactions, and the software will run on Windows.
