I am able to do this project for you. The Instagram API returns latitude and longitude location for posts, but that can be converted into a named location if you wish. Posts can also be retrieved by location name or latitude and longitude, by post tags, or you can supply your own list of posts. It should be noted that the Instagram API will be rate limited if you try to make too many requests, but I will write code to not make duplicate requests to avoid that issue.
