Conduct Research about Limesurvey

This is a simple research project. I am using a fairly large amount of detail, below, to describe it. For those who understand what I am asking for, I would be interested in your bid.
I have a PHP app the takes Limesurvey results and concatenates PDFs based on survey scores. Right now, anyone with the survey link can complete the survey. I need to have dynamic links, per individual, based on a multi-level fee structure. There will be one set of unique individual links for anyone who takes the free version, another set of individual links for those who purchase a level 2 survey package, and so on. There are four levels (four services, each of which starts with the survey). Limesurvey uses tokens. Can this be done with tokens? Or, can there be specific UserID codes generated dynamically per user level? Does the Limesurvey API permit this? I am locked into using Limesurvey. If Limesurvey can't do this, is there another survey that can import all Limesurvey questions and factors and we switch platforms?
I am not looking for a developer. It could be that the person selected works directly with my developer to help him implement this solution. Or, it could be the selected freelancer does the research and writes a brief guide on how these things can be done.
Priority given to those working (or willing to work) on US time.
First milestone will be paid upon indication (supported with URLs or quotations) that this can or can't be done. Second milestone will be paid upon general description of best alternative (hopefully with LimeSurvey, but if not, then with another into which the Limesurvey backend can be imported). Third and final milestone to be paid on final written report. This report need not be extensive, but it must describe the steps needed to implement the solution. Alternately, the third milestone will be paid when my developer successfully implements your solution.
For those who know Limesurvey--or who are good with research of this type--this will be a simple project. I would like to see bids from such freelancers.
