Desktop Twitter API client

I need a client to use with the Twitter service. I do not have a language preference but it must work on Windows 7 PC. I will discuss main details with the coder but the interface will be much like a Windows application, with tabs for each type of message. Example, one tab will show home messages, a separate tab will show replies (@), and another will show direct messages, ETC. The messages must be displayed in a combo box, and a context menu will display options to compose new, reply, retweet, delete, ETC. The main tab will contain user account info. This app must comply with Twitter authentication and will be titled "X Scribe". Please note that I plan to share this with my friends who are blind computer users. We use TTS software on our PCs. This is why we need a simple but usable solution to use Twitter. So, please bid fairly.
