Build a SNS site from scratch to finish. (NO BID, NO UNDERSTANDING WHOLE MEANING)

Hello, everyone It will be a very social website. Here are the pages I need and the very basic idea behind them. I can go into as much detail as you need to get a quote when you contact me, and when I hire you I will give you every intricacy of course. Home Page The page describing the few services our website offers. A link below that to sign up, spend money, and become a member. Some links to go to the different website pages. And at the mid-bottom of the page, a news feed. daily-weekly blog-like content will be developed and I want a page dedicated to this, but also a summary feed on this page. Members Page / Database / E-commerce The website itself will be free to surf, but to use any of the services people need to pay. Signing up for a membership will be 100% free. Free accounts can access the social aspect. ex: forums, chatting, limited creation of your own profile to show to others. But the premise is for people to pay money. Different levels of membership with different levels of website access. Membership can be upgraded at any point in time. Also, Members will have their own profile. Able to post pictures, link social media, and describe themselves in text boxes. And the entire membership database needs to be filterable and viewable by all other members. Filtering specifically by a persons Job Title to encourage communication with like minded people. Forums / Chat There needs to be a forums page. But not just any old template. The forums and chatting is half of this website, it needs to be very visually appealing, very easy to navigate, and very user friendly. On top of that I want a live chat service. Kind of like facebook messaging is now. You can be on any page of the site and pull up chats with different members of the site. Also, there should be a follow/unfollow ability so people can organize who they chat with a little better than the firehose of the entire membership database. News Page As mentioned in the home page section, this will be a news section / blog-ish section. Regular content of what is happening in the local city will need to be posted here and easily viewable / readable Job Board There will be two types of membership able to be purchased. You can sign up as a business or as a job-seeking employee. Employees will have different levels of membership. Features include uploading resume, uploading pictures/videos of previous work, filling out text boxes of experience, etc. And being able to search jobs posted and apply. Employers will be able to post jobs they need, and also if they dont want to wait for people to apply they too can do a filter search of all members with uploaded resumes and experience and search for an employee theyre looking for. Please put up to start bid with "I can do it!!!" And the final aspect of this is after an employer hires someone our website will send out an email and an insite notification asking them to rate the workers profile so that its viewable by other employers encouraging the hiring of hire rated employees. What To Do Page A section kind of like yelp!. People will be able to make inputs into sub categories (food, attractions, bars, local artists, etc.) of their favorite. For example, they pick the local food category and input a local food restaurant. They then fill out info, name, location, and give it its first rating. Price, service, etc. And Anyone that visits the page will be able to simply click and rate right away as long as theyre logged into their account, and then they can see these places with their ratings and make decisions on places to go and things to do based on the rating system. And thats about it. I'm looking for someone who has experience making all of these before, I do not want to be your first time for anything. I'm looking for someone who is using up to date technology, not old and out of date languages/plugins/etc.
