Active Directory Script(s)

I need a set of VB or PowerShell Scripts to complete the following: 1. Convert the Users in my domain ([login to view URL]) from Administrators to Power Users on their local machines. 2. Add a generic local user account called User with a predefined password 3. Add a generic local administrator account called root with a predefined password. [ 2 and 3 are in the event AD breaks we can let employees access the internet ect]
