Android WiFi Hotspot Tool

We need an application for Android which allows phone owners to share their current Internet connection through a WiFi hotspot. When first connecting to the hotspot, users will be presented with a "Terms and Conditions" page which can be customized by the user. After accepting the terms, users can freely surf the Internet. The phone's owner shall be able to turn on logging for all/specific connected devices, dumping all related connection data (no contents) in a file on the phone.
