Automatic Contact Form Submitter

Need a utility coded that will go through a list of URLs supplied by the user, attempt to find the contact form and submit some user-specified data to it. We understand that all contact forms are different which is why the software must also be able compare a user-specified list of possible field names against each form it encounters and try to submit the form only when there are enough matches to at least be able to post the user-specified data. In cases where there is a partial match, for example name, email, phone and message fields will match but there is also some drop down selection or other field asking for something else then the software must randomly select something from the drop down and enter some random text in the unknown fields so that the form will be accepted and submittable. Also, the software must be compatible with [login to view URL] API. Please quote realistic cost and time to complete.
