Browser image polling from local file system

We need to automatically upload, into a browser, images (JPG) saved to a local folder
Requirements are:
- We can use browser plugin but we need to support both Chrome/Mozilla and IE browsers
- Java, ActiveX or Flex plugins are acceptable. Preferred choice is to have a low impact plugin with automatic download and install
- We need to poll the local directory continuously (i.e. every 1sec) and push the existing files to the browser
- After loading, the images should be accessible in the browser via JS
- After loading the image should be deleted from the local file system
Constraints for the project:
- nothing can be installed on the server (only our apps)
- the plugin/add-on should be downloaded at the first access from the browser clients
