Good morning, I've read the project specifications and I would like to show my proposal. For your project I would offer a windows service with an embedded web server. That would be a web site available to all users who connect to your server. If the server is visible from internet, any validated user may access the application via web browser and mobile devices. The application would allow the creation of resources with descriptions (I.e. keywords) and upload of files. The database would be a local one, very fast and lightweight (SAP Advantage Local Server).
