Hello. I can write this program in one or two days upon hire. The simple GUI would be made using Tkinter library. Depending on the type of calculations you need to do on the dataset I would either write a custom function for calculation or use one of the libraries specialized for working with data (if it's something more complicated). If you want, I can also create an executable file for Windows for you, so you can run the program on machines that don't have Python installed.
