Create 3D Secure system

I need you to develop some software for me. I would like this software to be developed . Are you a software developer that can create a 3d secure system here? And I'm not referring to merely applying for a merchant account, I literally mean develope the 3d secure system to integrate to an existing payment system i.e. PayPal (not website payment pro). For example when a PayPal card payment is made an extra layer of security (3D Secure) will appear during the payemnt to ensure all payments are completed securely.
