Hello, I know I'm fit to make your project because I currently work in a company that develops GPS + 3G cellular solutions. I'm experienced both with design of PCB and developing firmware. For the PCB design I'm going to use Altium Design, which is the best software around. And I suggest using a NXP Kinetis K22F microcontroller family processor. For your small design I recommend using ublox's MAX M8 GPS family, and SARA U2 cellular 3G family. The PCB will probably have 4 signal layers, so we can get comfortable with the routing.
