convert hotel amenities binary digit format into text

I need a skilled .net/c# developer to do the following work. The hotel amenities are written using a bit format. So that for instance - bitplacement 2 = adults only and bitplacement 18 = versatile entertainment. I will provide you with a list of what "type of amenity" each bitplacement is placed into. here is some example of conversions: example 1. bits 0000000000000004 gets converted into: bit placement 2 "adults only" example 2. 0000000000109840 gets converted into: bit placement 2 ("adults only") and bit placement 18 ("versatile entertainment program") I can also provide a javascript example. It needs to be done in c#/net though. the program will just include a method that takes the bit as an input parameter and returns a list of strings with the names of the matching "amenities".
