automating zabbix config & tasks

I'm in need of a zabbix resource to do the following-- assist in setting up zabcon or xml export/import script to do the following: add 75 devices(server IP's) and configure agentless ping/icmpping it will need to send an email if the ping fails one ping miss is considered down, but the alert/email goes to level-1 type person only after 5 mins of being down. A second email is sent out at 20 mins to an escalated email address. This will require some conversations, so the consultant needs to communicate in English fairly well. Its a linux env, we're using mysql. the zabbix server is running Zabbix Server v1.8.10 (revision 24303) on CentOS release 5.7 The most important piece of this is to prove your competence as a command-line or automated way to accomplish this task. It could lead to a fixed hour oppty if the person doing project works out well.
