Adding a rectangle on DXF drawing

This is a stand alone Visual [url removed, login to view] form.
The required application will do the following:
1- View, Zoom and Pan DXF drawings (there are plenty of free open source programs that can help you finish this task, just google)
2- Change the background color of the DXF drawing.
3- Add a rectangle to the zoomed DXF drawing.
4- Delete all lines outside of that rectangle.
This is a simple application. If you are familiar with DXF syntax, this project should not take more than 30 minutes.
A bigger project with 500$ budget to come based on this program later on. And then, another project with 1,500 $ budget. The successful bidder on the current project may take the other 2,000$ projects !
