We want a small utility that is going to be used / "called" while the Windows system is booting up.
During boot up, the utility will probe the system MAC address and compare with an encrypted list within the system. If it finds a match, it will continue to load, else it will return an error message and shutdown the system. The utility has to be in "stealth" mode so that it cannot be detected by others. Needless the say, so has to be the encrypted list which also has to be editable.
The utility could also compare the encrypted list with an online system too.
