advance tax payment site

need to build a site that will automatically populate all the relevant fields for advance tax payment at:

currently if you have to pay advance tax, you have to re-enter all your contact details each quarter.

also it only takes netbanking but no cards

we need the ability to pay taxes with any card with surcharge to cover payment gateway fees

all fields should be auto filled out to avoid duplicate data entry each time

surcharge for using cards but free for netbanking
premium customers [annual fees] get:
1. link to form 26as to verify advance tax payment [login / password needed for screen scraping of results]
2. email / sms alerts before 3 due dates yearly
3. reduced fees for cards
4. unlimited email support [similar to creating/updating trouble tickets on this site]

dynamic display of red cross or green tick when typing in any fields
wizard to step through each field initially [one time setup]
update happens with all fields on a single page
