Build an Online Store -- 2

Currently I need to place advertisers (adverts) into my website manually by html and ftp. They process a contact form with the advert info and attach a photo, they then get prompted to pay via paypal. Advert form: [login to view URL] Advert published page: [login to view URL] I would like this to be automated, i.e., like this website: [login to view URL] where you can post adverts without manual handling and users have an account that they can access, update etc. It might be a good idea that I review the content prior to being published, though not sure if this is required, please advise. I would like to hear from an experienced freelancer that can work with a a given template that has been created. I would like suggestions and advise, together with costs and time scale. STATUS: REPOST / PROJECT: This project is now being reposted because the designers that were awarded the project have been unable to complete what was required, they have also not communicated well and have chopped and changed designers on the job, this has led to complications, waisted time and a website that simply does not function. IMPORTANT: As a result: I do not want companies or groups of web designers to bid for this work, I want ONE PERSON, and experienced web designer that I can work with on this project and other projects. Your understanding of English must also be very good. WHAT WE HAVE: This is currently what we have: [login to view URL] (all photos, icons, logos, text and artwork was provided by me, the designers used a template but have been unable to get the 'MY ACCOUNT AREA' to work. They have been notified that I will be reposting the project if they could not complete. I have not heard from them, so it is NOW reposted.
