Convert a Template to a Website

We have an existing design PSD template created by a designer we use regularly. Our cut up artist is unavailable and so we are looking for someone to fill those shoes on this project and possibly others. The requirements are for someone who can not only cut up designs with skill but they must understand responsive design as well as parallax. Understanding of JQuery, cross platform and browser testing and be complete in their work across all web display opportunities. The design may need modifications to fit in to these above categories, you will be responsible for those changes and getting approval before cut up. The PSD only contains the home page design with a header and footer. The home page design is not to our exact liking and we are looking for some imagination in presenting our business in the proper light on the home page. Stylistically the look is fairly set, the elements need to be tweaked or created to make the home page functional from both a user perspective, a sales and conversion perspective as well as a SEO perspective. Final delivery will be HTML, CSS and any related Javascript, JQuery, Font files, etc. The design must be functional (menus working, parallax, responsive, etc) to be approved. Code must be clean, lightly commented and up to the most recent standards in HTML5, responsive, etc.
