Design Mobile Landing Pages

I'm looking for someone talented and skilled at creating mobile landing pages. These pages will be access via a QR code. See attached for basic content layouts of the three different types of pages that we need designed. All pages will follow one of these three basic layouts so looking first for someone to create these three layouts. Then will create another project to create a bunch of different pages using these layouts with different content for each page. To be clear, these are mobile web pages and not a mobile application. Design needs to work across different mobile phones and ideally adjust well to iPad, etc. if viewed by one of those, although if a sacrifice must be made, would make work best for mobile phones. As for deliverables, at this stage minimum requirement is a PSD file. Optionally bid it to include HTML/CSS/Images. Will handle back-end and scripting as a separate project.
