Auction Site

I need an auction site with all the functionalities of www.freelancer.com (not a clone). The auction site will be used by tradespeople and customers who need work done on their homes. Eg. Install an electric shower.

Unfortunately, I cannot guarantee that this project will go ahead, but I need to get bids, so that I can estimate the cost of the project. I will consider all realistic bidders, should the project go ahead.

Please indicate what programming language you would use, and what server requisites I need.
