Building a website

Hi guys, I need a simple website which is to serve as a legal directory of law firms and solo practitioner lawyers in Azerbaijan. it needs to be in 3 languages: Azerbaijani, Russian and English. But for now, Azerbaijani is fine, but it should be build in a way to allow to incorporate eng and russian afterwards. The main page topics will consist of "main page", "Find Lawyer", "Vacancies", "Publishments" and "Contacts". Main page will contain general info, news, latest changes to legislation, commercials and etc. Find Lawyer section will start with choosing the field of law, then law firms and lawyers registered in that field will appear. Once u click on either of them, their contact details will appear. Registration of law firms and lawyers will be required and they will insert certain info for registration. no need for registration for [login to view URL] will also need a notification of profile views for lawyers and law firm, like in LinkedIn. Law firms will be able to register for 5 fields of law maximum, solo practitioner lawyers will have 3. Pleas, note that membership in the website will be free for a while, but it will also have a fee-based membership later on (via online payment). But not now. Please take into account. Vacancies section will be moderated by us. Registered users or unregistered users will submit a vacancy info or post his/her CV for recruiters and we will review, then post it on the website accordingly. I also include the approximate picture of the website. Though its is Azerbaijani language, but i want u to see how the webpage will look like . I hope it's helpful.
