Complex Social Media Platform

Hello! I need a website created. I'm low budget. Here's the idea as well as what's needed for the website...

Idea: I'm looking for a website developer to help develop Sponsooor, a social media platform. Sponsooor connects social media's biggest stars to some of the world's biggest brands! Basically, users would connect their social media accounts to their Sponsooor accounts. Brands would apply to be put on the opportunities page of Sponsooor, for all of it's users to see and send in proposals. If a user liked the brand's product of service, and wanted to get involved, he or she would send a brief proposal containing a starting price, and the post they would make. The brand would approve, reject, or counter the price.

You, the developer, would need to be able to do the following:

-A video background image

-A way for brands to apply to be put on the opportunities page

-A way for brands to p-a-y us to then p-a-y the users, while we take a 10% cut on top of that. For example, a brand p-a-y-s a user $100. We take 10% on top. The brand p-a-y-s, in total, $110.

-A way for users to apply to the brands

-A way for users to sign up and connect social accounts

-Dashboard
