Convert Graphic Design to Valid CSS-based HTML

I have layered .PSD graphic design that I need converted to a ROBUST pure css/xHTML version. This is a main/home page and very similar sub-page. My requirements: * Must work perfectly in IE6/7, Firefox, and Safari * css file must be neat and well-commented * effort must be made to reduce graphic size as much as possible * Must be valid xHTML. * top menu must be a formatted simple unordered list If you are also proficient with Joomla we could talk about extending the contract to include turning this template into a Joomla template, but that is not necessary for this bid. Layered versions of graphic files will be sent to winning provider. I will pay promptly for agreed upon amount. Ongoing work a possibility if this job goes well.
