Convert a PSD to a Joomla Install - New Frontpage

Our company is looking to rebuild the front page of our website, along with some other tweaks and custom Joomla modules in the near future.
We’ve already designed the front page up in Photoshop, we are now just looking to have it all coded and setup in our Joomla install. Below is the list of things to be done, along with a JPG of our mockup. This will be the first page you see when going to [login to view URL]
A header that incorporates our logo, phone number and social media buttons.
A menu that allows for drop down and mega menus.
Integrating our already existing Unite Revolution Slider into a full width slider that is completely responsive to what ever resolution the page is rendered in.
A six button module that integrates a drop down information box that gives information to the user when a mouse is hovered over and when clicked takes you to other page on the site, for mobile, this will be a single tap to drop down the information box and then a second tap to take to user to the page. The drop down box will need to be animated as if it is sliding down from the buttons when hovered over or tapped once. Similar functionality can be seen here.
A news/blog module box, this will incorporate our latest news, these news items will be brought from K2.
3 Right side modules that we will insert our videos, ads and other media in.
