Convert static website to Wordpress and integrate PayPal shopping cart

We currently have a static HTML website we need to converted to a WordPress site. We also need a shopping cart integrated with the new site that is compatible with PayPal Payments Pro. These two items are required for the project – the actual design and appearance in WordPress is flexible.

The content of the these pages need to be converted to a WordPress page, which includes a contact form found on the “Customer Care” page. The “Photo Gallery” page will need to be converted to any gallery style of your choice in WordPress. There is a degree of flexibility of the appearance – we don’t need an exact match of the static website, just something similar in the layout and color scheme. You are allowed to use your judgement on what fits best for the appearance. You can use any of the images found on our website for your new design.
You can propose any WordPress framework or theme – but we give preference to:

Our current shopping cart is here: [login to view URL] This is a custom built PHP shopping cart that is integrated with PayPal using the Name-Value Pair (NVP) API. We need to move away from this and into a WordPress compatible shopping cart that integrates with PayPal Payments Pro.
The shopping cart must:
1. Support multiple products – Example: Blue Juppy, Pink Juppy, and Yellow Juppy
2. Allow a separate price point for each product – Example: Blue Juppy $24.95 and Pink Juppy $19.95
3. Support adding customization (personalization) of the product – Example: Adding baby’s name “Sarah” to the Juppy
4. Support multiple shipping methods and costs to different states and countries – Example: $5.95 USA Regular, $22.95 USA Express, $12.95 Canada,$18.95 Worldwide
5. Inventory control – Example: If Blue Juppy is sold out, allow inventory to be set to “0” so customer can’t purchase it.
6. Allow billing and shipping address to be different
7. Allow customer to pay direct with debit/credit card or pay with PayPal directly.
8. Allow the charging of sales tax in the state of Nevada (NV)
9. Able to view orders and customer information – no payment information should be saved in our database.
The shopping cart must be able to be configured and updated by us – no values should be hardcoded that shouldn’t be. You can propose any WordPress compatible shopping cart of your choice – as long as it meets ALL of the requirements stated above.
Items to Note:
We use GoDaddy for our domain, hosting, and SSL certificate. We are currently on a Windows hosting platform and will be moving to Linux with the completion of this project. We would prefer you to demo the website on your own hosting platform running Linux. However, if you would prefer us to purchase a separate Linux hosting to use while you set up and design the new site – we can accommodate that. Once the project is complete, we will switch our existing hosting to Linux and install WordPress. From there you will provide the steps to install the theme/framework and shopping cart – we will confirm functionality by placing a test order.
