blog with dedicated video page

I have a web site with two versions for the visitor to select from - flash and html. They are identical in every way and I need to integrate a blog to them. There will be one blog for both versions for obvious reasons and a link from both both sites. The blog must have a page that is dedicated to one person (not just for the admin), but they will have their own permissions when they log in so they can upload videos with comments to this dedicated video page. However the page will be viewable by all and can have comments from all registered users. Please post any similar projects you have done.
