Coder/Programmer

Hello, I'm looking for a coder that can develop new software for me. I have 2 ideas and only need 1 for now. The first is some software that you plug into a CPA network with your offers and it automatically finds targeted traffic on Facebook that can be set up and promoted by cell phones. The second idea is to have software that takes Amazon affiliate offers that makes websites and videos where you can promote them on Youtube which can be done and promoted by cell phones as well.
