Create Unique Blog for Blogger

I'm looking for someone to create a unique, classy looking blog which will be used with [url removed, login to view] and will meet following criteria:

- design must be unique, not a template and not to be used after ever (I will be the only one with that design)

- design should look professional, be highly catchy, but elegant

- add well targeted and optimized ping system (such as technorati tags) to notify all relevant servers and social bookmarking sites that a new post was published. You have to have experience with pinging and have to program it the way that many ping servers are pinged each time a post is made, but each server to be pinged ONCE only, so that my site doesn't get banned - if my site gets banned because of your poor job, you will refund all the money. I'll say this once more - there are a few ping services out there that ping multiple places, and when you have a few multiple ping services they could be pinging the same place 2-3 times, and get me banned. Make sure you know what you're doing so that this is guaranteed NOT to happen.

- blog will have its main meta tags, but each separate page of the post, will have a title same as the name of the entry (not the same title, description and keywords for each post page). In other words, due to SEO concerns, all posts will have it's meta tags made out of post title (and/or description as well)

- you will build the whole blog, including some main text on the main page and all meta tags properly selected to include low competition keywords and keywords phrases to maximize SE traffic

The blog will be adult oriented and will go hand in hand with one of my already existing blogs --> [url removed, login to view] - I will also need a 468x60 banner created
