Design Custom Index Page and improve layout of site. Maybe add a few pages.

I currently have a website that I need worked on. First I will need an improved index page, and it will need to be more user friendly. I will have to explain in detail what exactly I need through Im, but I will list some items here. I need the index recreated. I need a slider at the top with text frame wrap around it. You will need some website design skills The new index will have to match the old color schema. I need tables recreated to look better. I will need the photos enhanced with photoshop. I will need about 5 pages added which will copy the exact same format of the current site. This has to be done right, but there is a budget.
