We dont why but when we try to open a SES amazon AWS account we are refused. It seem possible where we are the ip was already used for an account or stuff like that.
We buy a Amazon SES account IN PRODUCTION mode.
1- the AWS account was created,
2- you askesd an SES production access
So the account is ready to use!
You can provide old account but there shouldn't be any internal-review or bad reputation.
You need to provide access to the email id as well from which you created the account.
PS: Bid the amount which suits you and do not ask for outside payment. Also tell me how many regions has production access and sending limit.
