Public cloud infrastructure setup using Azure or AWS

We need a local person based in Sydney or can visit Sydney and with experience in system engineering, Azure and/or AWS architecture and cloud based solutions.
Key steps envisioned are:
1) Design of public cloud Architecture (This is partially complete. )
2) Provision Azure/AWS Subscription
3) Deploy Basic NSG Configuration
4) Configure Azure Site Recovery
5) Deploy Migrate Tool
6) Prepare Azure Build Scripts
7) Migrate few trial Virtual machines from private cloud to public cloud
