Android app that deletes all contacts in Skype and thereafter imports 2000 contacts into Skype Personal

Need an app that runs on Android that does the following 5 things: 1) Deletes all contacts in Skype personal list 2) Imports the enclosed CSV file with +2000 contacts into Skype Personal 3) Every time I click button "NOT PICKED UP - NEXT" (2 cm tall and 6 cm wide), then app dials the next contact in the list and also marks that call in 1 column in the OUTPUT CSV file for column "not picked up". 4) Every time I click button "PICKED UP - NEXT" (2 cm tall and 6 cm wide), then app dials the next contact in the list and also marks that call in 1 column in the OUTPUT CSV file for column "picked up", but ALLOWS me to write a 80 character message that is also stored in the output CSV file in a separate column. 5) Every time I click button "QUALIFIED - NEXT" (2 cm tall and 6 cm wide), then app dials the next contact in the list and also marks that call in 1 column in the OUTPUT CSV file for column "Qualified", but ALLOWS me to write a 80 character message that is also stored in the output CSV file in a separate column. 6) For 3, 4 and 5 then another extra column in the CSV output file is added that contains date and time stamp. 7) As part of the bid I would like to know if Skype Personal still has an API or other way to extend Skype personal functionality such as "call transfer" so I can transfer a live calls.
